The members command.
The board executes.
Who decides, in one picture. Every line of it is a clause already adopted — the drawing adds none.

One human, one voice.
No one's influence is multiplied by the number of hubs they belong to.
Money does not vote. No balance, donation or tier buys deliberative weight. §15.2(d)
The Federation — the rulebook
- §11.1
Your hub
Decides under its own governance, and chooses its delegate.
- §11.3
The Federation Council
One delegate per hub: one hub, one vote.
It coordinates, admits and proposes — and never judges its own disputes.
The Federation is not a Foundation. One is the global governance layer; the other is a national legal entity — an instrument of execution, never a government.
A Foundation — the lawful hands
- §15.4
The Assembly of Members
Sovereign. The platform is its instrument: it tallies the votes, it is never an organ.
- §15.4
The board
Executes as fiduciary.
Nothing moves without a board resolution. Directors are elected and recallable.
- §15.4 · §12.2
Refuses only the unlawful
A duty, not a veto:
- only for illegality or a breach of the statutory purpose;
- motivated publicly, on-chain, within 21 days, naming the clause;
- appealable to the Arbitral Layer.
From Member
to Trustee
Tiers are not class. They are accumulated standing — earned through honourable contribution. Advancement requires unique counterparties we've actually served, not transaction counts. Fake-volume gaming defeated at the structural level.

Elder Wisdom counts here.
Money doesn't decide.
No one can buy an outcome — there is nothing to buy. Long contributors carry weight. Delegated votes decay over time. And the rulebook itself is in the community's hands: the Constitution can be amended — through governance alone, and slowly (proposal by 20+ hubs, a 26-week public discussion, 90% of the Federation Council, a 12-week implementation delay — §7.1). What no vote can ever amend is the rights core: inherent worth and the right to exit (§7.3).

Casting N votes costs N² credits. Influence grows as √N. The cost of dominating a vote scales faster than any one holder's earned balance can keep up.

min(2.5, tier × min(1.5, rep/50) × (1 + ln(weeks/4)/10))Wisdom Weight (capped ~2.5×) written
Your standing in the protocol — your tier, your reputation, how long you've been here — each adds to your weight. But every multiplier is capped. A long-standing Trustee with high reputation has at most 2.5× the weight of a fresh Member. Not 10×, not 100×. Bounded by design.
delegated_power = credits × 0.5^depthDelegation Decay written
Liquid delegation with 50% per-hop decay. After three hops, only 12.5% remains. Delegation pyramids collapse fast. Concentration above 10% to a single delegate triggers a governance flag.
thresholds + delaysHard Limits, Soft Time written
Important changes require both supermajority and implementation delay — the table shows hub-level thresholds. Amending the Federation Constitution itself is slower still: proposal by 20+ hubs, 26 weeks of discussion, 90% of the Federation Council, 12 weeks of delay (§7.1) — and the rights core of §7.3 has no amendment path at all. The community can always organize a response.

Multi-Dimensional. Portable. Earned.
Reputation cannot be bought. It is earned through consistent honourable action, weighted across four dimensions, and portable across hubs (70–80% on relocation).
